KA3 Lighting System Config File - 49 State All Blue EL2 + DIM

This config file for the 2026+ lighting system is for non-California motors with the duplex light operating as the red ID light. 49 State mean wig-wag with no steady-burn front lights. All blue emergency lights and red ID light. Also includes DIM feature, but PTT2 must be coded to momentary (Switch A of A-B switch in ISTA).
